PSPO vs SAFe POPM: take the Professional Scrum Product Owner I (PSPO I), a $200 Scrum.org exam that does not expire. Take the SAFe Product Owner/Product Manager (POPM) if your employer runs SAFe (the Scaled Agile Framework). In October 2026, pspo appeared in 29 of 33,674 US product-manager ads on Adzuna, a job-ad search site.

Agile means working in short cycles and changing the plan as feedback comes in. Scrum is one agile method: a small team works in fixed cycles called sprints, and the product owner decides what the team builds next. SAFe, from Scaled Agile, Inc., adds rules for running a group of such teams together, which SAFe calls an Agile Release Train. Scrum.org, the body that runs Scrum certification, issues the PSPO I. Prices are in US dollars; taxes where you live may differ.

PSPO or SAFe POPM: which should you take?

The PSPO I suits anyone who wants a product owner credential for Scrum at a low, one-time cost; the POPM suits people whose employer runs SAFe. Your first step costs nothing. If you have no target job yet, start with the PSPO I. If you do, open five ads for the jobs you want and search each one for SAFe, POPM and PSPO.

  • No target job yet: the PSPO I. It has no prerequisite, costs $200 per attempt and needs no renewal.
  • Product owner or product manager at a company that runs SAFe: the POPM. Its exam is about those two roles inside SAFe.
  • Applying for product owner or product manager roles at employers whose ads name SAFe or POPM: the POPM, or both if the ads also name Scrum.org credentials. If the role is Scrum master, check the SAFe Scrum Master instead.
  • Paying for it yourself on a tight budget: the PSPO I. The POPM exam costs $495 plus tax, and renewal adds $195 a year.
  • Wanting no renewals: the PSPO I, which Scrum.org lists as a lifetime certification.
  • Working as a Scrum master (the person who coaches a Scrum team on the process) rather than a product owner: neither. Our CSM vs PSM comparison covers the two common Scrum master exams.

Which SAFe certification does this page compare?

This page compares the POPM, Scaled Agile's credential for product owners and product managers, with the PSPO I. SAFe has several certifications, and the POPM sits at the lowest of its three tiers, Foundational, with the label "New to SAFe."

The other Foundational credentials include the SAFe Agilist (SA) for leaders, the SAFe Scrum Master (SSM) for people who facilitate agile teams and the SAFe Practitioner (SP) for team members. The Advanced tier includes Release Train Engineer (RTE), Lean Portfolio Management (LPM) and Agile Product Management (APM); the Expert tier holds trainer-level credentials such as the SAFe Program Consultant (SPC). Scaled Agile's current exam title adds "AI-" in front of "SAFe Product Owner/Product Manager"; it is the POPM. Our SAFe certification page compares the Agilist, the SAFe Scrum Master and the POPM.

On Scaled Agile's POPM page, product owners own the team backlog (a team's ordered list of work), and product managers "Guide the ART Backlog and roadmap," where ART is the Agile Release Train.

PSPO vs SAFe POPM: what do job ads name?

We count one phrase for each name, in two different groups of US ads.

US ads collected in October 2026 Phrase counted What the phrase matches Ads checked Ads containing the phrase
Product-manager ads pspo Any ad with the string: PSPO I, PSPO II or any other use 33,674 29
Scrum-master ads safe scrum master SAFe Scrum Master, including "Advanced SAFe Scrum Master"; not the POPM 946 211
Any ads POPM Not counted Not counted Not counted

Source: Adzuna API, US job ads with "product manager" or "Scrum master" in the title, matched by the phrases pspo and safe scrum master. Analysis: CertWorthIt. How we count.

Both counts are minimums. An ad that spells out "Professional Scrum Product Owner" without pspo is missed, and so is an ad that writes "SAFe certification" or "SSM" without the full phrase safe scrum master. We have no product-owner ad group, so the PSPO count comes from product-manager ads only.

The two rows use different phrase styles (an abbreviation and a full name) and different ad groups. So we do not rank the PSPO and the POPM on these counts. A phrase count is a floor, not a ranking, so use it only to confirm that US employers do write these names, then check the ads for your own target role. Outside the US, our SAFe phrase samples are small, so this page uses US ads only; our pages on product-manager jobs and Scrum-master jobs list every country we count.

How do the PSPO I and POPM exams compare?

The PSPO I is a longer, faster exam with a higher passing score and no renewal; the POPM is a shorter exam with more time per question, two attempts per fee and a yearly renewal.

Source: Scrum.org PSPO I page, Scrum.org's support page on retakes, Scaled Agile POPM page, POPM exam details, proctored exams FAQ and certification tiers. Read as listed under Sources. Analysis: CertWorthIt.

The POPM exam is proctored, which means you take it online while a remote examiner watches. An older Scaled Agile study guide gives the POPM passing score as 80%; the certification page and the exam details page, both newer, give 82%, so plan for 82%.

How much do PSPO I and POPM cost over three years?

The PSPO I costs $200 if you pass on the first try, and nothing after that. The POPM costs $885 before tax over three years on the exam-only route.

Exam-only route, before tax PSPO I SAFe POPM How the POPM total adds up
First year $200 $495 Exam, two attempts included
Three years certified $200 $885 $495 + 2 yearly renewals × $195

Source: Scrum.org and Scaled Agile pages listed under Sources. The POPM totals assume a pass within the two included attempts and a first renewal one year after you pass. Analysis: CertWorthIt.

For the PSPO I, a second attempt is a new $200 purchase, so two attempts total $400. Each exam password works for one attempt only.

For the POPM, the course route replaces the $495 exam fee with the training partner's course price, which Scaled Agile does not publish. Renewal at $195 a year applies either way. Scaled Agile's Foundational renewal tier also covers the SAFe Agilist and the SAFe Scrum Master, and the tiers page lists them under the same Foundational renewal tier. The vendor pages we read do not say when the first renewal falls due.

Which exam is harder?

The PSPO I rewards fast reading and Scrum rules (45 seconds a question); the POPM gives more time but tests SAFe terms you need to have studied. We found no pass rate on the vendor pages we read, so we cannot say which exam more people pass.

The PSPO I gives you 60 minutes for 80 questions, which is 45 seconds per question, and Scrum.org sets the passing score at 85% (68 correct answers). The POPM gives you 90 minutes for 45 questions, which is two minutes per question, and Scaled Agile sets the passing score at 82% (37 correct answers, if every question counts the same). Some PSPO I questions ask you to pick more than one correct answer; the POPM asks for one answer per question.

The two exams also test different things. The PSPO I is about the product owner role in Scrum. The POPM is about product owners (one team's backlog) and product managers (the Agile Release Train backlog and roadmap) working inside SAFe. Scrum.org's Scrum master exam, the PSM I, is covered on our PSM I page.

Does either certification expire?

The PSPO I does not. Scrum.org lists it as a lifetime certification with no annual renewal fee.

The POPM does, every year unless you renew. Renewal costs $195 a year plus tax at Scaled Agile's Foundational tier, and you must earn at least 12 CEUs each year.

Should you get both?

Only if the ads for the jobs you want name both, or an employer pays for one of them. The PSPO I shows that you know the product owner role in Scrum; the POPM adds how that role and the product manager role work inside SAFe.

If you start with the PSPO I and later join a company that runs SAFe, the POPM exam does not require the course. Scaled Agile sells the proctored exam on its own for $495 plus tax.

After the PSPO I, Scrum.org's next level is the PSPO II: $250 per attempt, 40 questions in 60 minutes and an 85% passing score, with the PSPO I recommended but not required (Scrum.org page, archive copy of April 13, 2026).

What we did not check

  • POPM course prices and course lengths, which Scaled Agile's training partners set.
  • Whether the $50 POPM retake fee applies on the exam-only route after the two included attempts.
  • Scrum.org class prices for the PSPO I.
  • The PSPO III: we could not confirm its details on Scrum.org's pages.
  • Whether earning the 12 yearly CEUs costs anything.
  • Pass rates: none appeared on the vendor pages we read.
  • An ad count for the POPM itself, which we do not have.
  • Job ads outside the US, where our SAFe phrase samples are small.
